Rajya Sabha chairman and Vice President Venkaiah Naidu after no business were able to function in the Upper House on Wednesday slammed the members of the House for creating the ruckus and not letting the Parliament to function. The protests did not provide any opportunity to transact any business since the House met on March 5.

While the TDP was protesting for the special status for Andhra Pradesh, both DMK and AIADMK have been demanding the immediate constitution of the Cauvery Water Management Board.

"Narendra Modi - Dalit Virodhi" - "Narendra Modi is anti- Dalit" -, was the slogan raised by Congress and BSP members. Slogans like "Dalit virodhi yeh sarkar, nahi chalegi, nahi chalegi", were also heard in the Parliament.

Congress members too stood in their seats and raised slogans.

Naidu's remarks came when the house met for the day and the opposition parties refused to heed his repeated requests to allow the house to function so that some important bills could be passed.

The Speaker urged AIADMK members to return to their seats, saying she will not be able to take up notices on the no-confidence motion unless the House was in order.

"You want these kind of ugly scenes to be seen everyday by people", he said referring to slogan shouting and placards trying to block his view. What is the difference between people shouting slogans outside and here. "A handful of people obstructing the house, and taking up their own agenda, will not solve any problem".

Azad blamed the government for the house disruptions and said it was running awy from discussions on various issues, including the demand for special status to Andhra Pradesh, Cauvery water distribution between Karnataka and Tamil Nadu, CBSE paper leak and the bank fraud. This is not good for democracy. "This is in fact murdering democracy", Naidu said. "Entire country is agitated, depressed". "We also want these bills get passed but we are also mandated to raise the issues concerning millions of people", the senior Congress leader said.

He noted that just two days were left before the session ends on Friday and it was imperative that some legislative business was transacted today and tomorrow.

And at last, when the sloganeering continued, he had adjourn proceedings till 2 pm.
